Position Summary:
The Port Engineer reports directly to the Director of Marine Operations and is responsible for ensuring the fleet and facilities mechanical and electrical machinery is properly maintained and serviced. Position is responsible for the repair, maintenance and modifications of vessels and equipment or facilities. The Port Engineer will be in frequent contact and provide technical support to the assigned vessels and facilities as assigned by the Director of Marine Operations. The Port Engineer provides safety leadership as well and encourages both facility and vessel and crew compliance with company policy and procedures. This position organizes, coordinates and carries out field work as required, and works to achieve company goals maintaining safe operating equipment for both terminals and marine vessels.
Essential Job Functions:
- The employee is required to perform the job in a safe and sensible manner in accordance with all company policies and procedures and state and federal regulations.
- Integral in development of annual budgets and schedules, contractor selection, contract management.
- Assists in the development and adherence of the maintenance and repair budgets, controls expenditures within limitations of a designated project's budget.
- Must be ready to prepare and present regular status reports to project team and management.
- Port Engineer will make frequent inquiries, with the Engineers of the fleet, and Facility Managers regarding inspections of mechanical systems, electrical systems, fire and safety equipment and make or order necessary adjustments and repairs.
- Position will conduct on-site surveys to determine maintenance and repair needs to maintain company assets in accordance with best practices
- Supervises the timely and cost-effective maintenance, repair, modification, and refurbishment projects of the existing fleet or facilities.
- Develops specifications and vendor bid packages and evaluates bid packages.
- Monitors the contractors and internal labor at shipyards during projects.
- Advises the Operations team and Management team concerning field projects.
- Develops, recommends, and implements maintenance schedules for vessels
- Works with Safety & Environmental Manager to ensure vessels and facilities are in compliance
- Works with Operations team to plan, organize, and manage all maintenance activities
- Prepare maintenance and CAPEX budgeting
- Prepares, recommends, and maintains vessel and facility systems
- Troubleshoots system issues
- Orders stores, and tracks equipment and supplies for the marine fleet
- Facilitates both shore-side, and onboard response to vessel/terminal needs for repairs, parts & supplies
- Travel frequently to support marine operations, vessel repair, truck repair and general maintenance
- Recommends and specifies equipment and designs for replacement or future projects
- Reports operational concerns of impact and complexity to appropriate Manager
- Any other duties as required to ensure safe and efficient vessel and terminal operations
- Reinforce USCG applicable rules & regulation
- Trains vessel engineers when needed.
- Available to fill in as a vessel engineer if needed.

Minimum Qualifications:
- Bachelor’s Degree in Logistics, Maritime Engineering or related field
- Four (4) years’ related experience
- Proficiency with Microsoft Office Suite
- Valid Drivers license with clean driving record
Knowledge, Skills & Abilities Required:
- Effective problem solving skills
- Ability to communicate clearly, verbally and written
- Ability to read, write and speak English
- Ability to read and interpret documents such as purchase/supply agreements, vessel charter parties, oil spill contingency plans and STS transfer plans, operating instructions, company policy, and/or state and federal regulations
- Ability to add, subtract, multiply and divide all units of measure
- Ability to deal with a variety of variables in situations where limited standardization exists
Education:
- Bachelor’s Degree in Logistics, Maritime Engineering or related field
(1 year of directly related work experience may qualify to substitute 1 year of education to meet the education requirement)
Required Training & Certificates:
- USCG licensing, preferred
- Tankerman PIC, preferred
- Shipyard Competent Certification, preferred
- Familiarity with Incident Command Systems
- DOT HAZMAT
- OSHA General Industry
- Confined Space
- Energy Isolation
- Hazard Communication
- HAZWOPER 40 HR Supervisor
- First Aid
- Attends training sessions, seminars and appropriate educational classes required by department.
- Computer skills commensurate with program and job applications.
